The department's 54-person Technical Rescue Team, headquartered mainly out of Fire Station 1 in Old Town, carries heavy rescue units and low- and high-angle rope rescue gear built for exactly this kind of terrain, according to Portland Fire & Rescue. Responders use mechanical haul systems and Stokes baskets when vehicles plunge down steep, forested ravines like those lining Germantown Road and Harbor Boulevard.
