Cincinnati police say a 17-year-old sexually assaulted a teen inside Hughes STEM High School on September 18. The suspect faces charges of attempted rape, kidnapping, and gross sexual imposition, according to investigators. Police interviewed the victim and witnesses the same day the incident was reported.
The arrest was reported by Local 12, which noted that Cincinnati police have not released additional information about the case. Hughes STEM High School sits at 2515 Clifton Avenue in the uptown Clifton community, according to the Ohio STEM Learning Network. The school offers STEM-focused academic pathways.
What the Charges Could Mean for the Teen
For a 17-year-old, transfer to adult criminal court is possible in some cases, depending on the offense and whether mandatory criteria apply or a prosecutor requests it. Under Ohio Revised Code Section 2152.12, teens ages 16 and 17 charged with serious felonies such as rape or kidnapping can face transfer to adult criminal court through mandatory or discretionary proceedings, according to Botnick Law Firm. If convicted in adult court, the teen would face standard adult sentencing rather than juvenile detention that typically ends at age 21.
Gross sexual imposition is among the charges filed in the case. Whether a juvenile case is transferred to adult court depends on the offense and applicable mandatory criteria or a prosecutor's request.
Police Response to Campus Safety Concerns
Cincinnati police and University of Cincinnati police said they would adjust their response to safety concerns around campus, according to WKRC.
The case is not the first high-profile sexual abuse allegation to touch Cincinnati Public Schools this year. In August, an assistant principal at Aiken New Tech High School was arrested and charged with sexual battery involving a 16-year-old student, WKRC reported. In September 2023, a WCPO 9 report said a prosecutor was seeking possible victims of a serial rapist.
Where Safety Incidents Typically Happen
National data suggests campus threats rarely stay confined to classrooms. The 2026 K-12 School Safety Trends Report, which analyzed more than 346,000 emergency alerts, found that 58 percent of school safety incidents during the 2025–2026 academic year occurred outside traditional classroom settings, including common areas, athletic fields, and hallways, according to CENTEGIX. Cincinnati Public Schools maintains a centralized Code of Conduct and an online Bully Notification Button system that lets students, staff, and families submit confidential reports about safety threats or misconduct, according to the district. Those digital reporting tools work alongside school resource officer responses as part of the district's broader safety protocols.
Debate Over Policing Versus Prevention
The incident arrives as Cincinnati grapples with how much to lean on law enforcement versus prevention-focused programs in its schools. Hamilton County Juvenile Court Judge Kari Bloom said in a June report that overall juvenile crime in the county had declined significantly, crediting expanded rehabilitative and restorative programs for the drop. Cincinnati Public Schools board leadership has expressed support for community-based restorative safety initiatives, per the same report.
Community advocacy groups have pushed the district further in that direction. The Kids Deserve Safe Schools Coalition has urged Cincinnati Public Schools to expand restorative justice practices and add mental health staff to improve safety across high schools without over-relying on police, according to the ACLU of Ohio. The coalition specifically advocates for adding more social workers and counselors across district campuses.
