
Carlsbad has declared a local emergency to speed up repairs on a stretch of Carlsbad Boulevard, also known as historic Highway 101, after erosion from high tides and powerful waves began cracking pavement along the shoulder and bike lane. Crews are set to place boulders weighing 4 to 8 tons each beside the highway just north of the Encinas Creek outlet, extending an existing rock revetment 192 feet further up the coast.
The emergency declaration, which took effect immediately, traces back to a routine city inspection on June 25, 2026, when staff spotted pavement cracking along the shoulder and bike lane south of the site, according to the City of Carlsbad. That discovery prompted an independent geotechnical investigation in mid-July, and the firm's September 8 report formally recommended emergency stabilization measures, including the revetment extension, per the same city account. As reported by the San Diego Union-Tribune, the Carlsbad City Council is expected to confirm the declaration Tuesday, and the emergency will be reviewed at subsequent council meetings until the council formally ends it.
Boulders, a Quarry, and a Three-to-Four-Week Timeline
Per the Union-Tribune's reporting, Carlsbad is planning the job with assistance from the California Coastal Commission and will source the rock from a quarry. The work is expected to take three to four weeks and may cause intermittent lane closures and traffic impacts in the southbound lane, with the affected stretch running between Palomar Airport Road and Island Way. City Manager Geoff Patnoe said maintaining the roadway's integrity is essential to protecting public safety, property and the coastal environment, adding that the city takes a proactive approach to monitoring and maintaining infrastructure, according to the same report.
The existing revetment already stitched along this section of coast is not new: it includes 750 feet installed in 2009 and another 520 feet added in 2015 and 2016, together forming roughly 1,270 feet of heavy boulders along the bluff base, the Union-Tribune reports. Waves have continued to erode the bluff base north of that revetment, and the roadway section already protected by the older rock appears to be holding steady, per the same account. The bluff itself stands 20 to 30 feet high in the area.
A Coastline Already Stripped Bare
Just north of the emergency site, the damage from this summer's storms has already forced a separate closure. High tides and heavy swells, including Hurricane Genevieve in August 2026, stripped away nearly all the beach sand at Tamarack State Beach, and California State Parks indefinitely closed its main day-use parking lot by September after rocks littered the area and riprap boulders became unstable, according to SFGATE. That damage underscores how fragile the shoreline nearby has become even before this new emergency stabilization begins.
Soft fixes have not fared much better. A 400,000-cubic-yard sand replenishment project completed at Carlsbad State Beach in February 2025, using material dredged from Agua Hedionda Lagoon, lasted only about 18 months before summer 2026 swells washed the sand away, SFGATE reports separately. Beach replenishment in the area typically happens every one to four years, per the same report. Beyond Carlsbad, the Union-Tribune notes that Oceanside, Encinitas, Del Mar and Solana Beach have all seen their beaches shrink this year.
Who Owns the Coast — and Who Has to Fix It
Jurisdiction adds another wrinkle to the response. Carlsbad directly owns and manages only about one mile of its seven-mile coastline, near Encinas Creek, while California State Parks owns and manages most of the remaining shoreline, according to The Coast News. Patnoe has highlighted these jurisdictional limits during public updates on coastal repair efforts, per the same outlet. The city does maintain a longstanding agreement with the California State Parks Department to shoulder some maintenance, the Union-Tribune notes, and an emergency declaration allows Carlsbad to delay or avoid time-consuming permits from various agencies that would otherwise slow the work.
This is the fourth local emergency Carlsbad has declared in 2026. In January, the city used an emergency declaration to repair a broken water main and a large sinkhole at El Camino Real and Carlsbad Village Drive, and separately to fix storm drains damaged by heavy rain on bluffs along Carlsbad Boulevard, according to the Union-Tribune. A June 2026 inspection also revealed a collapsed city sewer line at the northern shore of Agua Hedionda Lagoon, the paper reports.
Armor Now, Retreat Later?
The emergency boulder placement stands in contrast to Carlsbad's own long-range plan for the same stretch of coast. The city's South Carlsbad Boulevard Climate Adaptation Project proposes a one-mile realignment area that includes the Encinas Creek dip, while the broader study area extends three miles from Terramar to La Costa Drive, according to The Coast News. The project would free up roughly 60 acres of beachfront city-owned land for public parks, walking paths, and open space. Carlsbad Boulevard is the roadway involved in the project, per the same report.
Environmental advocates want the city to lean harder into that long-term vision rather than more rock. The Surfrider Foundation has urged Carlsbad officials to adopt a “Retreat Now” strategy instead of expanding hard armoring, arguing that additional rock revetments destroy public beach space and accelerate erosion on adjacent shorelines, according to the Surfrider Foundation. State law constrains how far cities can go with hard armoring in the first place: Section 30235 of the California Coastal Act of 1976 authorizes seawalls and revetments primarily to protect existing structures or public beaches in imminent danger, while requiring mitigation for any resulting loss of beach sand, according to Nossaman LLP.
Regional tensions over sand have flared before. Carlsbad's City Council previously passed a resolution opposing neighboring Oceanside's RE:BEACH pilot sand-retention project, citing concerns that groins or artificial structures would trap sand and starve Carlsbad's down-drift beaches, according to The Coast News. Oceanside had pursued the sand-retention structures to address nearly 80 years of chronic beach erosion caused by Camp Pendleton's harbor jetties, the outlet reported.

A forecast calling for a powerful El Niño winter, which usually brings heavy precipitation to the West Coast, adds urgency to finishing the boulder work before storm season, per the Union-Tribune, and high surf already threatens seaside homes and state beach parking lots along the coast.
