
A 20-year-old Lakeville man is facing three felony charges after prosecutors say he fired multiple gunshots at a Minneapolis duplex earlier this month, striking the building several times while residents were inside. Ramaius Lovell Sinoe-Walker was charged in Hennepin County District Court on September 25 with intentional discharge of a firearm that endangered safety, second-degree assault with a dangerous weapon, and prohibited possession of ammunition or a firearm. No one was injured in the shooting.
According to MN Crime, Minneapolis police responded to the 1000 block of 20th Avenue Southeast at about 6:43 p.m. on September 8 after reports of gunfire. Officers found nine discharged cartridge casings in the street and six bullet holes in the northeast corner of the duplex. Witnesses told police they heard gunshots and saw a man dressed in all black, wearing a black face mask and carrying a red or orange backpack, in the area at the time.
Witness Account and Surveillance Footage
Per the same report, a witness told investigators the man fired toward a nearby house in an apparently random manner, according to the criminal complaint. Surveillance video reviewed by police reportedly showed the suspect emerging from a wooded area north of the scene shortly afterward, then changing clothes in a parking lot — swapping into light-colored jeans and a green shirt and leaving behind a black sweatshirt that officers later recovered.
The footage also allegedly showed the suspect entering the backseat of a red Hyundai identified as a rideshare vehicle. The station's report states that Lyft records showed a ride ordered at 6:46 p.m. from a nearby address under Sinoe-Walker's name, with a drop-off in Hopkins. Additional surveillance video reportedly showed Sinoe-Walker arriving at the Hopkins address at about 7:13 p.m. wearing the same jeans, green shirt and red backpack seen in the earlier footage.
DNA Match and a Shifting Story
Officers later executed a search warrant at Sinoe-Walker's apartment on September 23, per the outlet's account. Investigators had already interviewed him after his arrest in a separate shooting and collected a DNA sample at that time. Forensic testing reportedly found Sinoe-Walker's DNA on the recovered black sweatshirt as part of a three-person mixture.
During questioning, Sinoe-Walker denied being in Minneapolis on September 8 and claimed he had spent the entire day with another person, according to the report. He reportedly provided that person's address, which matched the rideshare drop-off location in Hopkins — and the article states he ended the interview once confronted with the rideshare information.
Prior Record Cited in Weapons Charge
The article notes that Sinoe-Walker was adjudicated delinquent of first-degree aggravated robbery in 2023, an adjudication that the outlet says prohibits him from possessing firearms or ammunition — the basis for the third felony count against him.

The Hennepin County case lands amid a broader decline in gun violence across Minneapolis. Nonfatal shootings citywide fell 56% between 2021 and 2025, dropping from 582 to 255, according to a June announcement from the City of Minneapolis. Even so, gunfire incidents like the one on 20th Avenue Southeast underscore that isolated shootings continue to rattle residential blocks even as citywide totals trend downward.
