An adult man died overnight after being struck by a car while walking mid-block near 7th Avenue and Osborn Road in Phoenix, according to police. The driver did not immediately stay at the scene, instead returning after arriving home and noticing damage to his vehicle, police officials said.
Phoenix police officers and fire crews were called to the crash scene at 7th Avenue and Osborn Road, as reported by FOX 10 Phoenix. Police said the crash involved a car and an adult male pedestrian who was walking in the roadway mid-block when he was hit. The man was transported to a hospital, where he was later pronounced deceased, per the police statement.
Investigators with the Phoenix Police Vehicular Crimes Unit are still working the case. Police have not identified the pedestrian, and his family has not yet been notified of his death, according to the same report.
Driver Returned After Spotting Damage at Home
According to police officials, the driver allegedly involved in the crash did not remain at the scene at the time of the collision. He instead returned to the location after arriving home and discovering damage to his car. Under Arizona Revised Statutes § 28-661, drivers involved in collisions resulting in injury or death are required to stop immediately or immediately return to the scene and render aid, with failure to do so classified as a felony under state law.
Police said the driver did not show signs of impairment, and investigators determined that speed was not a factor in the crash. The pedestrian was walking in the roadway mid-block rather than at a marked crosswalk. Arizona law, under A.R.S. § 28-793, requires pedestrians crossing outside a marked or unmarked intersection crosswalk to yield the right-of-way to vehicles.
A Corridor Already Under Scrutiny
The stretch of 7th Avenue where the crash occurred has drawn attention from city planners and school officials in the past. The corridor uses a reversible traffic lane system first put in place by the City of Phoenix in 1979 to manage peak-hour commuter congestion, a design the city reaffirmed in a 2021 study.
Nearby, the Osborn School District Governing Board passed a formal resolution in 2023 asking the city to lower speed limits and modify road design along Osborn Road near 7th Avenue, citing parent safety concerns. Hoodline has reported on a fatal hit-and-run along the same avenue earlier this year, as well as a separate crash that closed a 7th Avenue intersection in late July.
Part of a Broader Pattern in Maricopa County
This crash adds to a string of pedestrian deaths across the Phoenix area in recent months, including a South Phoenix man who died days after a mid-block crash on Baseline Road and a 44-year-old man killed while crossing Van Buren Street outside a crosswalk. Arizona Department of Transportation data show the state recorded 2,079 pedestrian crashes and 263 pedestrian fatalities in 2024, with Maricopa County accounting for 1,516 of those crashes and 158 deaths.
Statewide figures compiled in 2026 show that roughly 76% of Arizona's pedestrian fatalities occur during hours of darkness. Phoenix alone logged 37,472 total motor vehicle crashes in 2024 and 265 traffic fatalities, averaging more than 100 crashes a day, according to state transportation figures.
Hit-and-Run Cases and Legal Fault
Arizona recorded 16,136 hit-and-run collisions statewide in 2024, resulting in 86 fatalities, underscoring how often drivers leave crash scenes before returning or being identified. Under Arizona's pure comparative fault standard, established by A.R.S. § 12-2505, civil liability in pedestrian collisions can be apportioned between both driver and pedestrian based on their individual conduct.
Nationally, pedestrian deaths have been trending downward but remain elevated compared to a few years ago. The Governors Highway Safety Association's preliminary estimates project 6,732 pedestrian fatalities across the country in 2025, a 7% decrease from the prior year but still 5% above pre-pandemic levels.
The Phoenix Police Vehicular Crimes Unit continues to investigate the crash. No charges have been announced, and the identity of the pedestrian has not been released as his family awaits notification.
