A man booked under the name Jose Kamruzzaman is facing Broward County charges of lewd and lascivious conduct and lewd and lascivious molestation after security guards say he inappropriately touched two girls outside a mosque in Pompano Beach, with at least one of the girls under 12 years old. The 36-year-old also carries a documented history of sexual misconduct on New York City subway trains stretching back more than a decade, and he is currently being held without bond while facing a final deportation order.
According to the Broward Sheriff's Office, security guards called deputies after observing Kamruzzaman behaving oddly with girls outside the Islamic Center of South Florida, located at 1641 NW 15th St. in Pompano Beach, on Feb. 27. Video reviewed by BSO showed Kamruzzaman beckoning one girl and lifting her up, and deputies say he inappropriately touched two girls during the encounter. The guards confronted Kamruzzaman and tried to obtain his identification, but he fled in his car, prompting the guards to photograph his license plate, according to Local 10 News. The girls reportedly told one guard they did not know Kamruzzaman.
A Long Paper Trail Complicated by a Missing First Name
Authorities traced the vehicle to Kamruzzaman even though its registration listed no name, the station's report notes. Deputies say Kamruzzaman has only one name, and a Broward prosecutor put it bluntly: “We don't even know his first name.” Arrest documents list Queens as his place of birth, but the prosecutor said that listed birthplace was clearly not accurate. The NYPD has referred to him as FNU Kamruzzaman, with FNU standing for first name unknown, and his nationality remains unclear per the same account.
That confusion sits atop a criminal record that reaches back years. According to police, Kamruzzaman was arrested in 2014 for rubbing himself against a 15-year-old girl on a train, a case that resulted in a 2015 conviction for sexually assaulting the teenager and a sentence of 10 months of probation, according to Miami New Times. Federal authorities extended his student visa in October 2015, just months after that conviction, the outlet reports.
Repeated Subway Incidents Led to Prison Time
Kamruzzaman's run-ins with New York transit police did not stop there. Police say that in August 2017, he rubbed himself against an off-duty female police officer on a Manhattan-bound 7 train in Queens, then exposed himself before fleeing after getting off the train. He was captured in the Sunnyside neighborhood, according to police. Per BSO, Kamruzzaman had at least three run-ins with the NYPD for lewd subway behavior, and the 2017 incident led to a probation violation and a 2018 sentence of two years in prison. He was also accused in 2021 of masturbating in front of a woman on an E train.
Despite that record, Kamruzzaman later resurfaced in Florida. Miami New Times reports that in November 2023, while working as an Uber driver in Jupiter, he crashed his vehicle into the rear of an SUV, injuring a passenger who required hospitalization and resulting in a traffic citation. In March 2024, law enforcement arrested him in Palm Beach County after fingerprinting linked him to federal databases showing he had absconded from ICE supervision in New York and failed to register as a sex offender in Florida, the outlet's report indicates.
Statutory Exposure and an Immigration Hold
The Broward charges Kamruzzaman now faces carry severe potential penalties under state law. Florida Statute § 800.04(5)(b) makes lewd or lascivious molestation against a victim under 12 a life felony punishable by life imprisonment, according to The Florida Senate. Separately, under Florida Statute § 943.0435, anyone convicted of a qualifying sex offense who moves to the state must register with the local sheriff within 48 hours, and willful failure to comply is a third-degree felony punishable by up to five years in prison, per the Florida Department of Law Enforcement.
A court has ordered Kamruzzaman held without bond, and he is also being held on an immigration hold tied to his final deportation order. Federal regulation 8 C.F.R. § 287.7 authorizes Immigration and Customs Enforcement to issue detainers requesting that local jails hold an individual for up to 48 hours past a scheduled release date so ICE can take custody for removal proceedings, according to U.S. Immigration and Customs Enforcement.
