According to WPBF 25 News, Kevin M. Ulysse was found fatally shot in the roadway near Avenue H and West 7th Street in Riviera Beach on October 16, 2019, and was pronounced dead at the scene. Seven years later, two men are facing charges in his killing, after a fresh review of the case turned up new leads that investigators say identified them as suspects.
According to WPTV, the case was transferred to the North Palm Beach Police Department in 2025 for an independent review. That review eventually led investigators to Damien Dwayne King and Robert Rashad Pettway, both of whom now face charges tied to Ulysse's death. It is not clear from available records what, if anything, happened with the investigation in the years between the 2019 shooting and the 2025 handoff.
King and Pettway Arrested on the Same Day
King was arrested this week, on September 23, at his West Palm Beach residence by the Palm Beach County Sheriff's Office, the station reported. King faces first-degree murder and attempted armed-robbery charges. Investigators allege he helped facilitate an attempted robbery and that he transported Pettway before and after the shooting, according to the seed reporting from WPBF.
Pettway was apprehended the same day through coordination between the sheriff's office fugitive warrants unit and West Palm Beach Police, per the same account. He faces first-degree murder, attempted robbery with a firearm, and possession of a firearm by a convicted felon.
What the Evidence Reportedly Shows
Per WPBF's reporting on the arrest affidavit, officers responded to the area of Avenue H and West 7th Street after reports of a gunshot and found Ulysse unresponsive in the roadway before he was pronounced dead at the scene. Witnesses reportedly saw a man in a red shirt running from the area after the shooting, and two juvenile witnesses reportedly saw a confrontation between the suspect and Ulysse just before the gunman fired a shot and fled.
The affidavit reportedly describes an investigation that included surveillance video, witness interviews, phone records and DNA evidence. Surveillance footage is said to have shown a man matching the suspect's description confronting Ulysse and demanding, “give it up,” a phrase investigators believe indicated an attempted robbery. As noted by WPBF 25 News, DNA evidence recovered from a passenger-side door handle of a vehicle linked to the case reportedly matched Pettway, while phone records reportedly connected him to communications made around the time of the shooting.
Investigation Described as Ongoing
North Palm Beach Police told WPTV that the investigation remains active and that additional information will be released as appropriate. Authorities have not indicated whether further arrests are expected as the case against King and Pettway moves forward.
