The plans, first reported by San Francisco YIMBY, describe a roughly 9,010-square-foot complex spread across five structures on the site, located along 14th Street between Campbell Street and Willow Street. The property is owned by an Alameda-based individual, and the design work has been handled by Fumio Suda Architect, a Berkeley-based firm, with Greyhawk Construction Inc. serving as project consultant. No estimated construction cost or timeline has been shared publicly for the project, according to the same report.
A Lot Surrounded by Neighborhood Landmarks
The parcel borders Willow Park directly and sits roughly three blocks from Mandela Parkway and four blocks from Raimondi Park, according to San Francisco YIMBY's reporting. Raimondi Park has become a focal point for West Oakland revitalization efforts in recent years; municipal records show that Councilmember Carroll Fife's office backed the park's 2024 reactivation and renovation in partnership with the Pioneer League's Oakland Ballers, per the City of Oakland.
Mandela Parkway has meanwhile emerged as a hub of commercial activity. Hoodline previously reported that the American Steel Blocks industrial complex at 1960 Mandela Parkway, three blocks from the 14th Street site, has secured commercial leases including 100,000 square feet tied to an Oakland data center fight and 40,000 square feet for Tesla.
Zoning Rules That Make the Project Possible
Oakland planning guidelines updated under California law permit multi-family parcels to add accessory dwelling units, capping detached ADUs at 850 square feet for one-bedroom units with minimum four-foot rear and side setbacks, according to the ADU Zoning Hub.
Separately, California Assembly Bill 2097 prohibits cities from imposing minimum parking requirements on new residential construction within a half-mile of a major transit stop, as reported by PropertyZoned in April.
Part of a Broader Housing Push
Oakland's City Council adopted the city's 2023–2031 Housing Element on January 31, 2023, requiring the city to plan for 26,251 new housing units by 2031, nearly double its quota from the previous eight-year cycle, according to The Oaklandside.
The Prescott proposal combines primary multi-family units with a backyard ADU duplex.
Rental Rules
