A commercial demolition permit has been issued for the site of Related Group's planned Apogee condominium tower at 4906 North Flagler Drive in West Palm Beach, clearing the way for crews to remove the existing structures before any tower construction can begin. The 21-story, 39-residence project has been working through the city's approval process since late 2023, and the newly issued permit marks the first visible sign of physical work at the site.
Permit 26081383-COM-DEMO was issued sometime during the week of October 14 to 20, according to a report from The Real Deal dated October 23. The demolition permit clears existing structures from the property, but it is not a building permit for the tower itself, and it does not start sales. Separate building permits will still be required before construction of the Apogee tower can move forward, and no construction start date has been published in sources reviewed.
The roughly 1.45-acre site currently contains a single-family dwelling, two accessory dwellings and a boat dock, according to city records from the West Palm Beach City Commission. The rezoning and development applications for the property were filed on behalf of 4906 N. Flagler Drive LLC by Brian M. Seymour and John P. Roach of the law firm Gunster, per the same city agenda.
A Scaled-Down Design After Planning Board Pushback
Apogee's current form represents a significant retreat from its original pitch. The West Palm Beach Planning Board unanimously rejected an earlier version of the project on December 19, 2023, over concerns about its height, massing and impact on neighboring single-family homes, according to Floridian Development. That original design had been described elsewhere as a 25-story, 46-unit condominium tower measuring a little more than 287 feet, per a report from WPTV.
Related Group came back with a smaller design, described by Floridian Development as a slender 21-story tower with 39 condo residences and 99 parking spaces, which was presented to the Planning Board on January 22, 2025. That board recommended approval of the revised plan by a 6-0 vote after a public hearing the same day, city agenda records show.
The city commission moved the project through two readings that spring: the first reading of Ordinance No. 5125-25, rezoning the parcel from Multifamily High Density Residential to Residential Planned Development, was approved on March 17, 2025, while the second reading followed on March 31, 2025. That same March 31 meeting addressed Resolution No. 51-25, which set Apogee's site plan, building elevations, and zoning and land-development waivers, including an 8.55-acre waiver from the minimum area requirement for a Residential Planned Development.

What Comes Next for Apogee
No price list, sales program or named architect has surfaced in official sources reviewed for the project, and no construction timeline has been made public. The demolition permit represents a procedural milestone rather than a construction green light — the tower still needs its own building permits before vertical work can start. For now, the project carries approved status, and the cleared lot at 4906 North Flagler Drive will be the next visible marker of how quickly Related Group moves toward breaking ground.
