Cory Kennedy spent much of the past year driving Lyft passengers around West Palm Beach after losing his tech-sector job, and those rides convinced him the city needed a different kind of candidate for mayor. The 32-year-old software engineer turned rideshare driver filed paperwork in June and formally announced his campaign on September 30, becoming the fourth entrant in the race to replace term-limited Mayor Keith James.

Kennedy told the Bradenton Herald that he was inspired to run by his own layoff in 2025 and by the stories he heard from passengers who told him they were struggling to afford living in the city, some of them working two jobs just to keep up. He said lower- and middle-class residents deserve representation from someone who has shared their experience, and that people want a mayor who is in touch with the affordability crisis. Before turning to rideshare driving while he searched for full-time work, Kennedy served as vice president of the Northwood Hills neighborhood association and represented the area through the Northend Coalition of Neighborhoods. He has lived in Northwood Hills for four years and now owns a home in the Northwood Legacy neighborhood.

A Crowded, Well-Funded Field

Kennedy enters a field already shaped by serious institutional money. Former City Commissioner Christina Lambert has raised more than $1 million in roughly 12 months, backed significantly by real estate developers and business entities, according to WLRN. Palm Beach County Commissioner Gregg Weiss, who is leaving the county board in November due to term limits, had raised approximately $269,000 for his mayoral bid as of early 2026, per Florida Politics. Construction superintendent Aaron Moreno, who previously worked in entertainment production, rounds out the field after entering in March with a platform built around public safety, traffic congestion and property tax reductions.

The race is an open-seat contest because Mayor James, elected in 2019 and re-elected unopposed in 2023, cannot run again in the March 9, 2027 election. Lambert has announced four days of roundtable discussions on city policy matters, while Weiss hosted a campaign kickoff event last month. Kennedy, by contrast, says he would struggle to pay more than $10,000 in mayoral filing fees and is instead seeking 1,800 petition signatures from registered West Palm Beach voters to qualify for the ballot without paying the fee. City qualifying rules require mayoral candidates to pay a filing fee equal to 5% of the position's annual salary plus a 1% state assessment, unless they submit valid signatures from 1% of active registered voters in the city.

A Pause on High-Rises, A Push for Workforce Housing

Kennedy said that if elected he would seek to pause high-density construction downtown, pointing to the luxury condominiums he said are being built around existing residents. His proposal arrives as Mayor James has already rejected calls for a blanket, citywide moratorium; on July 20, city commissioners instead enacted a temporary six-month zoning freeze along South Flagler Drive to allow for corridor rule revisions, James having called a broader two-year halt bad policy, according to the Boca Post.

Kennedy applauds the city's existing workforce housing program and says the city should do more to encourage affordable housing options. The pitch lands against a backdrop of mounting cost pressures: research published in October by the Federal Reserve Bank of Atlanta found that 60% of middle-income renter households in the Miami-Fort Lauderdale-West Palm Beach metro area are cost-burdened, spending more than 30% of their income on housing. The city's median household income stands at $73,446, even as the federal fair-market rent for a two-bedroom apartment reached $2,254 a month in fiscal year 2026, according to U.S. Census Bureau and HUD figures.

Door-to-Door Campaign, Long Odds

Demand for housing assistance locally has been intense enough that the West Palm Beach Housing Authority closed its Section 8 Housing Choice Voucher waiting list in July after receiving applications for all 2,849 available vouchers, just months after the list had reopened in May. Kennedy says that reality is exactly what he hears about from riders in his car and from neighbors, and he plans to campaign door to door and keep speaking with Lyft passengers as he builds name recognition against better-funded rivals. He said he intends to focus on face-to-face conversations with voters rather than a traditional fundraising operation.

Kennedy has provided campaign contact information at [email protected] for supporters willing to sign his ballot petition. Whether he can collect the 1,800 signatures needed before the city's qualifying window closes remains an open question. West Palm Beach has enforced its candidate qualification rules strictly in the past: in January 2023, a Palm Beach County circuit judge disqualified a mayoral candidate from the ballot entirely for failing to meet the city charter's six-month residency requirement, a ruling that left Mayor James unopposed for his second term.
