A 720-square-foot 7 Brew drive-through coffee shop could be headed to Palm Lakes Plaza at 7284 West Atlantic Boulevard in Margate, near the shopping center's northwest corner. The proposal includes two drive-through lanes, a walk-up service window and covered outdoor seating, but city reviewers have a long list of questions before anything moves forward.
According to Margate News.net, the applicant, Brew Horizons LLC, is seeking site-plan approval and a special exception to build the coffee shop. The Palm Lakes Plaza property is zoned B-2 Community Business, which permits commercial uses but requires special approval for drive-through facilities. Anca Predescu of Thomas Engineering represents the applicant in the filing.
City planners have asked for clarification because the walk-up window and outdoor seating were not consistently shown across the submitted drawings, the outlet reports. Margate's development review committee, which provides technical recommendations in the city's approval process, is scheduled to take up the site-plan and special-exception applications separately during a meeting set for Tuesday at 10 a.m. at the Margate Development Services Department.
Traffic Flow and Queuing Concerns Dominate City Feedback
Margate traffic officials have recommended that vehicles enter and exit through Palm Lakes Plaza's southern internal driveway rather than connecting directly to Atlantic Boulevard's main entrance, per the same account. City reviewers also requested more information about how the two drive-through lanes would operate and whether vehicles could back up into the rest of the shopping center. Vehicles are not permitted to queue on Atlantic Boulevard itself, a constraint that has shaped much of the city's feedback.
City staff have asked for a revised traffic analysis that accounts for walk-up customers in addition to those in the drive-through lanes. Engineering officials warned that promotional offers — a common 7 Brew marketing tactic — could draw a surge of vehicles and cause congestion along Atlantic Boulevard, prompting the city to request an operational plan for managing traffic during promotional events.
Parking Numbers and Unanswered Questions
The developer's parking analysis projects 565 total spaces at Palm Lakes Plaza once construction is complete, including nine spaces added specifically for the coffee shop. A parking study submitted with the application estimates peak demand of 326 vehicles on Fridays and concludes the plaza would still have sufficient parking capacity.
Still unresolved are drainage improvements and utility connections, which city officials have asked the applicant to detail further. City staff comments have also flagged landscaping requirements and proposed signage for additional review. The developer maintains the coffee shop would complement Palm Lakes Plaza's existing businesses and draw added customer traffic to the center, and the application points to potential employment opportunities, though city planners have requested specific numbers on jobs and anticipated wages.
Part of a Fast-Growing Drive-Thru Chain
7 Brew's model centers on quick beverage service through drive-through lanes, with employees taking orders directly from customers in their vehicles and a menu built around specialty coffees and other drinks. The chain has been expanding rapidly nationwide: Seven Crew Florida LLC alone operates more than 65 7 Brew locations after opening its first Florida franchise in 2023, according to gulfshorebusiness.com. As of late September 2025, the company's website listed 485 drive-thru stands across the country, with a menu the chain says allows for up to 20,000 drink combinations spanning coffee, tea, smoothies, shakes, lemonades and sparkling beverages.
That growth has continued into this fall. 7 Brew announced plans to open dozens of new locations across more than 20 states, with Florida and Texas each slated for five new stores and Georgia and North Carolina each getting four, as usatoday.com reported. The company said openings would begin the week of September 7, with some locations scheduled to debut in October, timed to the rollout of its 2026 fall menu featuring items like Apple Butter Chai, Caramel Apple Pie Macchiato and Pumpkin Roll Shake.
How Other Cities Have Handled Similar Proposals
Margate's review echoes recent fights over 7 Brew drive-thrus elsewhere in the country. In Punta Gorda, the Board of Zoning Appeals approved a 7 Brew Coffee drive-thru planned on 0.78 acres near West William Street, adjacent to a Fifth Third Bank, only after the developer agreed to modify the building's facade. That location is designed to use handheld digital devices so employees can take orders from customers waiting in line.
In Keller, Texas, the City Council approved permits for a new 7 Brew location on October 20 as part of a shopping center remodel. DuWest Realty's proposal calls for a double drive-thru at 901 Keller Parkway, occupying the end-cap space of a 12,000-square-foot multi-tenant retail building, with an opening expected in 2027. Whether Margate's Palm Lakes Plaza proposal follows a similar path — or faces the kind of design changes seen in Punta Gorda — will depend on how the applicant responds to the city's outstanding traffic, parking and infrastructure questions.
