A 26-year-old Miami man is facing seven felony charges after his wife told police she found a hidden folder on his cellphone containing videos and edited images of two minors, with the altered photos depicting the children as nude. Leonel Orozco was arrested after Miami police detectives reviewed the material and say they confirmed five videos met the legal definition of child sexual abuse material under Florida law.

According to the arrest report cited by NBC 6 South Florida, Orozco's wife gave a sworn statement to police after discovering the hidden folder on her husband's device. One of the minors depicted in the altered images reportedly told investigators the original photo had been taken during a family party, and that she never authorized it to be edited to simulate nudity. Investigators went on to identify Orozco as the suspect behind the files.

Detectives read Orozco his rights, and he agreed to speak with them without an attorney present, the station reports. He then consented to a search of his device, the station reports.

How Florida Law Treats Edited Photos of Minors

Florida law does not require an original explicit photograph for a charge to stick. Under Florida Statute § 827.071, child sexual abuse material includes any image created, altered, adapted, or modified by electronic or mechanical means to portray an identifiable minor engaged in sexual conduct.

The penalties tied to that classification are steep. Simple possession of child sexual abuse material is a third-degree felony in Florida carrying up to five years in prison per count, while the specific promoting offense under § 827.071(3) carries a mandatory minimum five-year sentence, subject to a statutory exception, according to the law firm Goldman Wetzel.

$10,000 Bond, But Orozco Stays Behind Bars

Once the initial investigation wrapped up, officers arrested Orozco and he appeared before Judge Mindy Glazer in Miami-Dade court. Glazer, who presides over daily felony bond hearings in the Eleventh Judicial Circuit at the Richard E. Gerstein Justice Building, set his total bond at $10,000 across the seven charges, NBC 6 reported. The Eleventh Judicial Circuit of Florida lists her court assignment and location.

Despite the bond, NBC 6 reports Orozco remains in jail because of an immigration hold. Miami-Dade County also updated its interagency agreement with ICE last year, authorizing specially trained county correctional officers to transport immigration detainees to ICE-approved detention facilities when ICE requests a relocation trip. Other Cases in South Florida

Orozco's arrest comes amid other cases in Miami-area courts. One involved 36-year-old Daniel Nemehiah Little, who was arrested on 15 CSAM counts after his spouse found material on a hard drive. A separate Miami case involved similar allegations.

Internet Crimes Against Children task forces were backed by $33.9 million in federal grant funding, per the U.S. Office of Juvenile Justice and Delinquency Prevention.

It remains unclear whether state prosecutors will file formal felony informations against Orozco or whether ICE will execute its administrative hold if his bond is posted.
