
A 21-story condominium tower at 7918 West Drive in North Bay Village has reached its full height, a milestone that puts the island city on track for its first brand-new condo building in more than a decade. Tula Residences, a 54-unit project years in the making, topped out at the start of October, with construction crews now shifting focus to finishing out the interiors and amenity spaces that developers have been promoting to buyers.
A Long Road From Proposal to Topping Out
According to floridiandevelopment.com, the tower is being developed through a joint venture between Bayshore Grove Capital and Pacific & Orient Properties, the company that originally unveiled plans for the site back in 2017. Construction did not actually break ground until early 2023, and the project has since changed hands on the building side: A&R Development replaced Thornton Construction as general contractor and has overseen the job through its topping out. As Florida YIMBY reports, Bayshore Grove Capital is leading development and construction, while Pacific & Orient Properties remains the project's developer, with M77R serving as architect.
Money has moved alongside momentum. The project secured a $67 million construction loan from S3 Capital in late 2024, per the same floridiandevelopment.com report. A separate account from profilemiami.com described construction as fully back underway at the site, which it still referred to by its former name, 7918 West Drive, confirming Bayshore Grove Capital's joint-venture arrangement with Pacific & Orient Properties.
Bay Views From Every Corner
Every one of Tula's 54 residences will occupy a corner of the building, giving each unit sightlines over Biscayne Bay and the Miami skyline, the floridiandevelopment.com report notes. Units will range from two to five bedrooms, with standard residences spanning roughly 1,590 to 2,440 square feet. Six penthouses will occupy the building's upper three floors, each running between approximately 3,700 and 4,140 square feet, according to Florida YIMBY. The tower's design includes a hand-troweled stucco facade with wraparound terraces finished in glass, while floridiandevelopment.com separately describes a white stucco exterior with floor-to-ceiling windows, glass balconies, and a covered podium holding 126 parking spaces. Interiors were designed by Shannon Farrell Design, per Florida YIMBY.
Vivian Dimond, a figure tied to the project, called the topping out “an exciting moment for us and for North Bay Village,” according to Florida YIMBY's reporting. Philip Freedman, also quoted in that coverage, said Tula “offers something truly compelling for North Bay Village.”
Amenities Center on a Sixth-Floor Pool Deck
The building's amenity package totals roughly 18,000 square feet, concentrated largely on the sixth floor. Per floridiandevelopment.com, that level will include a resort-style pool on a landscaped deck facing the bay and skyline, surrounded by lounges and private cabanas, along with a 2,400-square-foot fitness center, a private dining room, and the Skyline Club Room. Florida YIMBY's account adds that the private dining room will seat 12 people, the Skyline Club Room will be available for private gatherings, and residents will also have access to a surround-sound theater, 24-hour concierge service, and secure package storage. A Vista Lounge is described as featuring floor-to-ceiling windows overlooking Biscayne Bay, while the sixth-floor amenity level as a whole overlooks the bay and the Miami skyline.
On the sales side, Compass Development Marketing Group has joined Brown Harris Stevens as co-listing broker, supporting sales, marketing, and broker outreach, according to floridiandevelopment.com. Pricing has been reported inconsistently across coverage: floridiandevelopment.com states that residences are priced starting below $2 million according to the development team, while luxuryguideusa.com has reported residences starting at $1.9 million. A separate, earlier account from profilemiami.com listed two-bedroom units starting at $1.995 million, three-bedroom units at $2.995 million, and five-bedroom penthouses starting at $5.995 million.
Completion Timeline Still Unsettled
When Tula will actually open remains unclear, with conflicting estimates circulating in coverage of the project. Florida YIMBY's reporting on the topping out cites an expected completion in the third quarter of 2027, while floridiandevelopment.com has separately reported the project is expected to be completed in 2028, and luxuryguideusa.com previously reported completion was expected in 2026. No single timeline has been confirmed across these accounts.
Part of a Broader Building Wave
Tula is not the only tower reshaping North Bay Village's skyline. The floridiandevelopment.com report notes that it is among several projects planned or under construction across the small island municipality. Separately, therealdeal.com has reported that MG Developer and Prosper Group are planning a 30-story, 147-unit waterfront condo tower in the village, though details on that project remain limited.
Elsewhere in North Bay Village, Related Group and Macklowe Properties are partnering on a Ritz-Carlton-branded, two-tower waterfront condominium project on Harbor Island, according to miamicondoinvestments.com. That site has been approved for two 43-story towers rising 500 feet with a combined 364 residences, designed by Arquitectonica and featuring roughly 800 parking spaces, a 42-slip private marina, and a 9,000-square-foot public park, though pricing, floor plans, and delivery timelines for that project have not yet been released. The village previously approved another large waterfront project, the 26-story Riviera Horizons condominium, back in October 2023.
