Oklahoma City has approved a permit to build a Pappadeaux Seafood Kitchen restaurant, clearing a bureaucratic hurdle for what would be the Houston-based chain's first-ever location in the state. The company is now looking at a site on the corner of Lake Hefner Parkway and Memorial in northwest Oklahoma City, a notable shift after Pappadeaux had originally been eyeing a spot closer to downtown.

The permit approval was confirmed by News 9, which reported that new developments are moving forward for what would be Oklahoma's first-ever Pappadeaux. No information has been released on when construction would actually begin, leaving open the question of how soon diners might see a Louisiana-style seafood house rise at the northwest corner.

A Familiar Address for Pappadeaux

The Lake Hefner Parkway and Memorial site isn't new to the Pappadeaux story. According to the Oklahoman, the chain is reviving plans for its first Oklahoma restaurant in northwest Oklahoma City after abandoning a downtown proposal. Pappas Restaurants, the company behind Pappadeaux, bought the property at 13600 Memorial Park Drive back in 2014 for $2.09 million and even secured zoning approval for a restaurant there at the time, per the same report.

Despite that early zoning win, the plot has sat empty for more than a decade while everything around it filled in. The Oklahoman's report notes the property has remained undeveloped while the surrounding area was built out with hotels, offices and retail. Back in 2014, a CB Richard Ellis Oklahoma representative told the Journal Record that casual dining was doing well in that area, pointing to the higher-income residents living north and west of the corridor as a draw for the concept.

How the Downtown Deal Collapsed

Pappadeaux's detour away from downtown wasn't its only false start. The Journal Record's earlier coverage detailed how Pappas representatives sought approval in August 2014 to build a 14,000-square-foot restaurant specializing in Louisiana-style seafood, and the company went on to complete its purchase of roughly 3.1 acres at the southeast corner of W. Memorial Road and Hefner Parkway that December.

Years later, the chain pursued a different site near downtown, close to Northwest 16th Street and North Broadway Avenue just off Interstate 235, where the Oklahoma City Planning Commission approved the proposal by a 6-2 vote with one abstention, according to KOCO. That plan ultimately fell apart. The Oklahoman reported that representatives of Pappadeaux objected to plans to narrow Broadway at NW 13 from four to three lanes as part of a pedestrian safety effort, a sticking point that helped sink the deal. A November 2024 post from X user @mattpattokc

noted that the company withdrew its zoning application for the proposed site at NW 16th during an OKC City Council meeting that Tuesday.

What the Northwest Site Could Look Like

Pappadeaux's plans for an Oklahoma City restaurant have been revived after the company first eyed the market years ago. An Oklahoma location would mark the chain's first in the state.

For now, the newly approved city permit is the clearest sign yet that the long-stalled project has momentum again. But with no construction timeline released, Oklahoma City diners curious about the state's first taste of Pappadeaux's Cajun and Creole-style seafood will have to keep waiting to see whether the Lake Hefner Parkway and Memorial site finally breaks ground.
