A 33-year-old San Francisco man has been charged with two counts of third-degree criminal sexual conduct after prosecutors say he plied a wedding guest with drinks at a Minneapolis bar, then dragged her — appearing limp on hotel surveillance video — into an elevator before assaulting her in her room. Antony Sun Liwanag was charged in connection with the July 2 incident, and authorities say a warrant has been requested for his arrest.
According to charges filed in Hennepin County and detailed by FOX 9 Minneapolis-St. Paul, the victim was in Minnesota for a co-worker's wedding and had attended a pre-wedding party with Liwanag on July 2. After the party, Liwanag invited her to another bar and got drinks for both of them, the charges state. She later told police she felt extremely intoxicated and out of it, and said she believed Liwanag had put something in her drink.
While the two were at the bar, charges allege Liwanag began kissing her without her consent and, with her positioned between him and a wall, fondled her under her dress with his fingers. The charges state she tried to push him away and told him directly that she did not consent.
From the Bar to a St. Louis Park Hotel Room
Liwanag then ordered an Uber to the victim's hotel in St. Louis Park, according to the charges, even though she tried to tell him she did not want to go there. Outside the bar, she had difficulty controlling her body and collapsed, the charging documents say.
Surveillance footage from the hotel reviewed by investigators showed the victim was extremely impaired and unable to walk on her own, with Liwanag dragging her to the elevator while she appeared limp, per the charges reported by FOX 9. Charges state he then carried her to her hotel room, where he attempted another assault. The victim said she was able to thrash around and push herself away from him.
She flew home the following day without attending the wedding she had traveled to Minnesota for, according to the charges.
What the Charges Say About Danger and Next Steps
Authorities stated in the charges that they believe Liwanag poses a danger to public safety and have requested a warrant for his arrest, FOX 9 reported. Minnesota's criminal sexual conduct statute, cited by the Minnesota Revisor of Statutes, addresses circumstances where an actor knows or has reason to know that a complainant is mentally impaired, mentally incapacitated or physically helpless. A related statute notes that a person who is mentally incapacitated or physically helpless cannot legally consent to a sexual act.
A Citywide Uptick in Reported Sexual Assaults
The case surfaces against the backdrop of a broader rise in reported sex crimes across Minneapolis. Police data cited by KSTP showed 252 rape cases reported in the city between January and June 2026, up from 214 during the same stretch in 2025. Aggravated assault reports climbed too, from 1,346 to 1,518 over the same period, the station reported.
Not every violent crime category moved in that direction, though. Homicides dipped slightly to 25 from 26, and robberies fell from 502 to 404 during the first half of the year, per the same report. A separate national snapshot from the Major Cities Chiefs Association found violent crime trending down across 66 major cities, including declines in rape and aggravated assault, though the station noted that data is preliminary and still awaiting federal verification.
