St. Louis residents still digging out from the financial wreckage of last year's tornado just got a reprieve on one of their bills. The city announced that the deadline to enroll in the Tornado Recovery Water Affordability Plan has been pushed back to Dec. 23, 2026, giving storm-impacted households nearly two more months to apply for relief on overdue water accounts.

The extension was announced in a post from City of St. Louis Government on Facebook, which stated plainly that the plan's deadline is now December 23rd. The update comes as a conflict with some previously circulated program materials: a report from the St. Louis Post-Dispatch indicated residents had through Oct. 31, 2026, to enroll, and the city's own Water Division website still lists that earlier date as well. It is not clear from available materials when those other sources will be updated to reflect the new December cutoff.

The water affordability plan was unveiled in late August by the city's water department, working alongside the recovery office, according to the seed announcement from the city. It is designed to help residents catch up on past-due water bills tied to the May 16, 2025, tornado that tore through the city.

What Relief Is on the Table

Residents affected by the tornado may qualify for a 50% reduction in their water rates through December 2028, per the St. Louis Water Division's assistance program page. The same plan offers a 50% credit on delinquent balances that piled up since May 2025, and the Post-Dispatch reports that past-due accounts can be paired with a repayment plan stretching up to 24 months, which the Water Division can extend to 36 months on a case-by-case basis.

For households whose properties have remained uninhabitable since the tornado, charges accrued since May 2025 are forgiven outright, the Post-Dispatch reports. Enrolled residents are also exempt from interest and late fees, and the one-time turnoff and reconnection fees tied to reinstating service are waived as a courtesy, per the same account.

Thousands of Accounts Still Behind

The scale of the problem is significant: the Post-Dispatch reports that 4,164 water accounts in tornado-impacted neighborhoods are currently delinquent, representing roughly $4.34 million in outstanding water debt. That backlog built up in the months after the storm, during which the city had kept an extended COVID-era moratorium on water shutoffs in place for tornado-affected residents. According to St. Louis Public Radio, the city lifted that moratorium in August, a move that coincided with the rollout of the new financial relief options for those same residents.

How to Apply

Residents can sign up online at stlrecovers.com, according to the seed city announcement, or apply in person at the STLRecovers Outreach Center at 4401 Natural Bridge, per the St. Louis Water Division. The Division's assistance programs page also notes that enrollment can be completed either method, giving residents flexibility as the new December deadline approaches.
