A 30-year-old Logan man is in custody after police say he confessed to molesting a 9-year-old boy and admitted to photographing the child before deleting the images. Eddie Thomas Foulger was arrested on Friday by the Logan City Police Department and booked into the Cache County Jail on suspicion of two felonies.

Foulger faces suspicion of first-degree felony aggravated sexual exploitation of a minor and second-degree felony sexual abuse of a child, according to Cache Valley Daily. The investigation began after the child's father contacted law enforcement on Oct. 12, according to the same report.

Father's Report Sparked Investigation

Foulger is described as a family friend of the child's family, the outlet reports. He allegedly entered the victim's bedroom while the boy's father had briefly stepped outside, and the child later disclosed that Foulger had touched him inappropriately and taken photos, per the station's report.

Logan police advised Foulger of his Miranda rights during the investigation. According to the affidavit cited in the report, Foulger reportedly admitted during a recorded phone call to molesting the boy, telling someone on the call that he had done something “naughty.”

Suspect Allegedly Confessed, Deleted Photos

Foulger went on to confess to touching the child and admitted to taking photos of the victim before deleting them, the report states. Arresting officers requested that Foulger be held without bail, citing what they described as substantial evidence and the danger to the community if he were released, per the same account.

A supplied excerpt of Utah law, from Utah Legislature code governing sexual exploitation of a minor, states that an actor commits the offense when they knowingly possess, view, access with intent to view, or maintain access with intent to view child sexual abuse material. The statute does not by itself establish how the charge applies to the specifics of Foulger's case.

Foulger is expected to be arraigned Monday afternoon in Logan's 1st District Court, the report notes. As with anyone arrested and charged in a criminal complaint, Foulger is presumed innocent unless or until proven guilty beyond a reasonable doubt in court.
