A 41-year-old Philomath man has been sentenced to 12.5 years in prison after a Lincoln County judge found him guilty of sexually abusing two children, one of them just 4 years old at the time of the abuse. Hugo Gomez Tapia was convicted of abusing a 13-year-old in 2020 and a 4-year-old in 2022, according to case details reported following his July 1 sentencing.

Lincoln County Circuit Court Judge Amanda Benjamin handed down the sentence on July 1, 2026, ordering Gomez Tapia to serve a total of 150 months, or 12.5 years, in the Department of Corrections on two counts of first-degree sexual abuse, according to The News Guard. The conviction followed a four-day bench trial, with Judge Benjamin issuing her guilty finding on May 22, 2026, after hearing evidence on both counts.

Investigation Spanned Two Local Agencies

The case was investigated jointly by the Lincoln County Sheriff's Office and the Newport Police Department, the outlet reports, with the abuse allegations covering a span of roughly two years between the two victims. District Attorney Jenna Wallace prosecuted the case on behalf of Lincoln County, according to the same report, as first noted by KEZI.

Wallace credited the work of Lincoln County's Children's Advocacy Center in the case, saying its involvement helps ensure that young victims' voices are heard and that their cases receive the attention and care they deserve. The nonprofit center, according to its own description, was founded in 1997 to offer child-abuse intervention and assessment services in a safe, neutral and supportive environment, per the Lincoln County Children's Advocacy Center.

What the Advocacy Center Provides

The center says its on-site services include videotaped forensic interviews conducted by interviewers trained in Oregon Interviewing Guidelines, medical assessments from a specially trained provider, and child and family advocacy and counseling. It also offers victim advocacy for children and families as they move through the criminal justice system, according to the center's own materials.

Other Lincoln County Sentences for Comparison

Gomez Tapia's case is one of several sexual-abuse prosecutions handled recently in Lincoln County Circuit Court. In June 2025, Judge Benjamin sentenced 28-year-old Mason Klein to 111 months, or roughly 9.25 years, after a 12-person jury convicted him of first-degree sodomy and first-degree sexual abuse, according to the Lincoln County News. Klein's sentences ran concurrently, with 111 months for the sodomy count and 75 months for the sexual abuse count.

Judge Benjamin also sentenced Mark Hunt to 122 months in prison, described as the maximum allowed under the law, and ordered him to register as a sex offender, per the Oregon Coast Breaking News report on his case. Hunt was also ordered to serve 10 years of post-prison supervision following his release.

More recently, a South Beach man, Herman Walter Graham, was sentenced to life in prison in September for sexually abusing a 16-year-old family member, according to KOIN.
