
The Haight Ashbury Neighborhood Council is hosting a meeting this week to discuss AB 5, California's proposed Homeless Persons’ Bill of Rights and Fairness Act.
The act is potentially a major breakthrough for advocates of basic homeless rights, and potentially a major irritation for those who consider the Haight's homeless non-people.
The meeting will be held tomorrow, February 14 at the Park Branch Library, at 7 PM. Guests will be Paul Boden and Assemblymember Tom Ammiano. The drafted bill is based on legislation passed in Rhode Island. You can read more about the specifics here. AB 5 would do things like guarantee fresh water and the homeless population's right to do things like sleep and eat in public spaces, and would prevent discrimination in voting and seeking housing or public services. The Bill would also re-rationalize "quality of life" citations (like Sit/Lie), which when accumulated against a person can prevent them from eventually finding employment or housing.
