Update, 12:30pm: At a noon press conference, SFPD and CHP personnel shared more details on the incident. According to CHP's Christopher Sherry, CHP officers responded to a call of a person in the road on the Essex Street on-ramp, but responding officers could not locate the person. A two-person unit arrived about 10 minutes later, Sherry said, and made contact with a man adjacent to some tents on the side of the ramp. The suspect allegedly attacked one the officers, a seven-year CHP veteran, then ran from the scene while the second officer administered first aid to the victim, who sustained "pretty significant injuries."
At around 10:22am, SFPD located the suspect inside the Wells Fargo branch at Fourth and Brannan. He was taken into custody without further incident, and a knife was recovered.
According to Sherry, the victims sustained a life-threatening injury, but was in stable condition.
Update, 2/3: The suspect has been identified as 44-year-old Noel Corpuz, and booked at County Jail for attempted murder, aggravated assault, and resisting arrest.
Police report that the victim is out of surgery and in stable condition.
