The state's Department of Healthcare and Family Services (HFS) and the Department of Insurance (IDOI) recently announced a new funding opportunity aimed at supporting the Get Covered Illinois Navigator Program as Illinois prepares to shift to a state-based marketplace for health insurance coverage. This $6.5 million venture is designed to set the stage for a statewide navigator program that will guide Illinoisans through the insurance landscape.

As per a release from the Illinois government, HFS Acting Director Elizabeth Whitehorn highlighted the potential impact of the initiative. "This funding will help ensure that we have the necessary assistance in place to help Illinoisans connect to health care coverage as we work toward the launch of Illinois' state-based marketplace," Whitehorn said, according to illinois.gov. The state's focus is sharp and clear: reach individuals who find the maze of health insurance enrollment particularly daunting, including those grappling with low literacy, language barriers, homelessness, or other obstacles.

Fueling the momentum, IDOI Acting Director Ann Gillespie emphasized the importance of awareness and outreach. "Getting the word out about the free enrollment assistance that Get Covered Illinois Navigators provide is key to helping people who are uninsured and underinsured get the coverage they need," Gillespie stated, as per illinois.gov. Through this financial injection, the program aims to bolster in-person support for completing applications and enrolling in appropriate plans, be it Medicaid or ACA Marketplace offerings.

This grant program isn't just a temporary patchwork but part of a grander scheme charting the state's transition to an autonomous health insurance marketplace by plan year 2026. During the plan year 2025, IDOI will oversee the Get Covered Illinois operations while still using the federal platform. However, by November 1, 2025, residents are expected to enroll using the Get Covered Illinois platform during the ACA Marketplace Open Enrollment Period, marking a pivotal stride in the state's gradual takeover of marketplace functions from the federal Centers for Medicare and Medicaid Services.
