
In a recent turn of events, a Cook County judge faces mandatory training following a noteworthy courthouse cellphone controversy. According to the Chicago Tribune, Judge Peggy Chiampas of Cook County is ordered to undergo additional training after implementing a nine-month ban on law clerk Robert Almodóvar from the county's main courthouse for using a cell phone in her courtroom. The executive committee, as convened by Chief Judge Tim Evans, arrived at this decision after scrutinizing the circumstances of the matter.
Almodóvar, who was erroneously imprisoned and later exonerated, serves as a clerk for a well-regarded law group. His courthouse ban began last October when, during the scrutiny in the courtroom, Almodóvar was seen with a cellphone. The ban was enacted despite Almodóvar's assertion that his role as a law firm employee authorized him to possess the device while fulfilling his professional duties. The ban led to him being unable to perform his responsibilities in the Leighton Criminal Court Building, as reported by the Chicago Tribune.
Judge Chiampas will receive her mandated training under the guidance of Judge Erica Reddick, the presiding judge of the criminal division. The Executive Committee's intervention also signifies a broader clarification of courthouse rules around cell phones. As detailed in a news release from the Circuit Court of Cook County, members of the media will now be allowed to use electronic devices in the courtroom for note-taking and communication with colleagues outside of court while court is in session.
The actions by the Executive Committee have unleashed numerous discussions about courtroom decorum and the balance between maintaining order and ensuring the transparency that a public building mandates. Greenberg and defense attorney Jennifer Bonjean, who represent Almodóvar, had criticized the ban, labeling it as unlawful, thus sparking a series of legal motions that eventually led Judge Chiampas to rescind the ban earlier this month. "The Circuit Court is committed to ensuring our courtrooms operate in accordance with the law and we will continue to update our policies, orders and trainings as needed to best serve Cook County," Judge Evans stated, as per the official Circuit Court of Cook County news release.
