Harvey Man, 25, Shot Dead on Cooper Avenue as Police Ranks Stay Thin

A 25-year-old man was shot to death on the 14800 block of Cooper Avenue in Harvey, and police have not announced a suspect or a motive as the case remains under investigation. Davaughn Walker was pronounced dead at 10:36 a.m. on August 25, according to the Cook County Medical Examiner's Office, which listed his cause of death as multiple gunshot wounds.

The medical examiner's office had no listed address on file for Walker, and few other details about the circumstances of the shooting have been made public. As reported by the Chicago Tribune, a Harvey city spokesperson confirmed the case remains under investigation, but did not release further specifics about a possible suspect or what led to the shooting.

A City Stretched Thin Investigates Another Killing

Walker's death is the latest in a string of violent incidents testing a police department already operating with a fraction of its usual staff. In October 2025, Harvey furloughed 69 municipal employees — more than 40% of its workforce, including police personnel and firefighters — after Mayor Christopher Clark declared a financial emergency tied to state fund withholdings and more than $100 million in accumulated debt, according to FOX 32 Chicago.

That staffing collapse prompted Cook County Sheriff Thomas J. Dart to assign Sheriff's Police officers to supplement daily patrols in Harvey, an arrangement the Cook County Sheriff's Office put in place in October 2025 specifically because of the city's police shortages. A Violent Summer Stacks Up in Harvey

Walker's shooting is not an isolated event this summer. Less than a month earlier, on July 30, Harvey police opened a double-homicide investigation after 50-year-old Aaron Jones and 46-year-old Jwon L. Martin were found shot to death inside a residence near 150th Street and Vine Avenue, as detailed by CBS Chicago, which reported the suspect in that case was later found dead downstate in Fayette County. Earlier in July, 20-year-old Keshawn Lewis-Hunt, a former football standout at Morgan Park High School and Eastern Illinois University, was shot and killed while trying to de-escalate a fight at a birthday party held at his grandmother's home in Harvey. The following day after Walker was killed, Harvey police and the Illinois State Police opened yet another death investigation after unidentified human remains were discovered near Halsted Street, a case municipal authorities said showed no initial indications of foul play, according to the Oak Forest Patch. Countywide Homicides Down, But Harvey Bucks the Trend

Countywide, the picture looks different. Cook County homicides fell to 541 in 2025, dropping below 600 for the first time since 2014, per preliminary data released by Cook County Government. Yet within that broader decline, Harvey recorded six homicides in 2025, tying with Cicero for the second-highest suburban municipal homicide count in the county, trailing only Dolton's seven.

Harvey's fiscal troubles trace back further than last year's furloughs. U.S. Census Bureau figures show the city's population fell by more than 35% between 1990 and 2020, down to 20,324 residents, with a median household income of $42,429 and a poverty rate of 22.5% — long-term losses that have eroded the tax base needed to fund municipal emergency services.

The Cook County Medical Examiner's Office, the sole medical examiner system in Illinois, serves roughly 5.2 million residents and evaluates more than 16,000 reported death cases each year, accepting around 5,600 for full investigation, according to Cook County Government.
