The address pinpointed is an apartment complex situated on the 500 block of Northeast Holladay Street, a locale the suspect is believed to frequent, as reported by the Portland Police Bureau. The suspect is also known to frequent businesses around the area of Northeast Grand Avenue and Northeast Holladay Street.
The Portland authorities, to track down this individual, have taken the step to release the video, which reveals harrowing details of the man violently striking a dog with a heavy rope, and worse, suspending the canine from a fire extinguisher only to deliver a series of kicks. The content of the video is disturbing, and officials have issued a viewer discretion warning, as per the Portland Police Bureau.
