The Carmel City Council, during its recent Monday session, approved the 2025 budget designed to propel the city’s strategic ambitions forward amidst the mosaic of urban growth and fiscal complexities. A fiscal plan totaling $232.6 million was set forth, eclipsing the previous year's budget by over $20 million. The General Fund's share stands at $143.9 million, dedicated to tackling the woven interests of a diverse, expanding community.
"Thanks to broad input from the community and the support of the council, we have aligned our planned spending with our community’s evolving needs," said Mayor Sue Finkam, as per a City of Carmel statement.To support their vision of prosperity, the city is allocating funds to balance community goals with rising costs, aiming to thrive during financial challenges. Council President Tony Green echoed this sentiment, “I enjoyed having the council debate and discuss details of the budget and look forward to working with the mayor to ensure dollars are used in an accountable and effective manner."
Carmel navigated its budgetary process with a zero-based budgeting model this time, a departure from the traditional path, aimed at bolstering data-driven decisions and establishing a transparent governance framework. Grounded in this principle, each dollar spent seeks justification, laying bare the city's commitment to fiscal discipline.
Strategic investments are central to the budget, supporting the city’s Elevate Carmel plan. Building a vibrant city involves more than just construction; it also includes fostering cultural, sustainable, and economic growth. Presented to the council on October 7 after several workshops and discussions, it balances ambition with the practical needs of the community.
