Council President Tony Green echoed this sentiment, “I enjoyed having the council debate and discuss details of the budget and look forward to working with the mayor to ensure dollars are used in an accountable and effective manner." 

Carmel navigated its budgetary process with a zero-based budgeting model this time, a departure from the traditional path, aimed at bolstering data-driven decisions and establishing a transparent governance framework. Grounded in this principle, each dollar spent seeks justification, laying bare the city's commitment to fiscal discipline.

Strategic investments are central to the budget, supporting the city’s Elevate Carmel plan. Building a vibrant city involves more than just construction; it also includes fostering cultural, sustainable, and economic growth. Presented to the council on October 7 after several workshops and discussions, it balances ambition with the practical needs of the community.
