The report had indicated that Allen was present on the Monon High Bridge on the day the crimes took place, marking the first-known association of Allen to the crime scene. It also highlighted a name discrepancy, which Shank attributed to an error—mixing up Allen's name with his address on Whiteman Drive.

Interestingly, the same witness admitted during cross-examination that no other tips mentioning Richard Allen—or the misentered "Richard Allen Whiteman" had surfaced in her extensive review, which amounted to around 14,000 tips. Allen was previously overlooked by investigators until the discovery of the misfiled report in 2022, as Shank recounted to the court, "I don't know how that tip ended up in that box," as documented in an interview with WRTV.
