Tri-agency cooperation has led to the arrest of 32-year-old Joshua Blackwell in connection with the February homicide of 21-year-old Demetrius Starks. Crediting the collaboration among the Indianapolis Metropolitan Police Department's Violent Crimes Unit, Noblesville Problem Oriented Policing Unit, and Kokomo Police Department's Intelligence Unit, the arrest occurred merely 10 days after the crime, as announced in a social media post by IMPD News.
On February 19, IMPD officers were summoned to the 7600 block of Shelby Street, where they discovered unresponsive Stark inside a vehicle, suffering from what appeared to be gunshot wounds. Pronounced dead by EMS upon arrival, detectives launched an investigation that swiftly pinpointed Blackwell as the key suspect. Despite the urgency of the case, authorities nabbed Blackwell on February 28 in Noblesville, post a collaborative effort.
The information that helped to zero in on Blackwell's whereabouts was obtained by the IMPD's VCU. Their investigative strides, coupled with input from collaborating departments, culminated in the arrest in Noblesville. Blackwell, confronted by a litany of charges, including murder and theft with a prior conviction, faced subsequent legal scrutiny, with the Marion County Prosecutor's Office responsible for finalizing charges.
However, these allegations remain as just that – Blackwell stands innocent until proven guilty beyond reasonable doubt, a principle underscored by the presumption of innocence central to our justice system. The IMPD's post extended gratitude to the Noblesville and Kokomo Police Departments, acknowledging the critical roles they played in the apprehension.
