In the chilling encounter, the young boy told investigators that the men, from across the street, shouted out their intention to kidnap him—a threat made tangible by the brandishing of a zip tie intended for his wrists. "The boy said one of the men pulled out a zip tie and attempted to bind his hands," according to a statement obtained by CBS Miami News.
