The Chamber's scorecard evaluated lawmakers based on their voting record in several key areas that the Indiana Chamber deems crucial for economic prosperity: child care, economic development, education, energy, health care, public finance/taxation and, road funding. Importantly, these focus areas form the backbone of "Indiana Prosperity 2035," the state's economic development strategy. Representative Lehman's legislative choices echo this framework, something he acknowledges, "Indiana continues be a center for innovation, small business and manufacturing, and that success depends on policies that empower growth. My score on the Chamber's 2025 Legislator Scorecard reflects my commitment to advancing policies that grow Indiana's economy and strengthens our workforce," he stated in an Indiana House Republicans press release.

The Scorecard highlighted several pieces of legislation backed by Lehman as exemplary of his pro-business stance. These bills include efforts to lower health care costs with House Enrolled Act 1003, simplify education policies through House Enrolled Act 1002, and support energy requirements for the state's growing economy via House Enrolled Act 1007. Additionally, Lehman supported Senate Enrolled Act 1, which introduces property tax relief and reform, further cementing his pro-growth position.

Indiana's recognition as a hub for economic growth and business is not lost in national evaluations either. The state has landed first place in the Midwest and sixth nationwide in Chief Executive Magazine’s 'Best & Worst States for Business' survey. Moreover, Forbes has placed Indiana second in the "Best states to start a business in” ranking.
