An 83-year-old Rio Vista man is facing serious charges after investigators say a search of his home turned up more than 1,000 images of child sexual abuse material.
Michael Hartwig was arrested without incident on Nov. 13, 2024, when detectives served a search warrant at a residence in the 1000 block of Diamante Drive. He was booked into Solano County Jail on possession charges, and his bail was set at $45,000. Authorities say the investigation is still active.
Sheriff's Office Details Multi Agency Search
According to the Solano County Sheriff's Office, detectives with the Investigations Bureau executed the November search warrant and uncovered more than 1,000 digital images of child sexual abuse material.
The agency says the operation pulled in multiple partners, including the Investigations Bureau, Sac Valley ICAC, the California Highway Patrol's computer crimes unit and the Vacaville Police Department. Hartwig was taken into custody at the scene, and the Sheriff's Office set bond at $45,000.
Officials have asked anyone with information tied to the case to contact investigators or use the anonymous tip line. The Facebook post notes that the probe remains ongoing, and that detectives are still working through digital evidence.
What Possession Charges Could Mean
Possession of child pornography in California is prosecuted under Penal Code section 311.11, which can be filed as either a misdemeanor or a felony depending on the circumstances.
As outlined in FindLaw's summary of PC 311.11, penalties increase if the material involves more than 600 images or features prepubescent minors, a threshold that investigators say was exceeded in this case. Those factors can lead prosecutors to pursue enhanced sentencing and lifetime sex offender registration if there is a conviction.
How prosecutors ultimately charge the case will depend on the results of forensic analysis of the seized devices and any prior criminal history uncovered by the district attorney's office.
Part of a Wider Crackdown in Solano County
Hartwig's arrest is not happening in a vacuum. This year has seen a series of CSAM related investigations across Solano County, with local coverage documenting multiple search warrants and arrests tied to online child exploitation probes.
Reporting on a recent multi agency Fairfield raid highlights how the Sheriff's Office has repeatedly urged residents to come forward with tips that might help identify additional victims or co conspirators.
How to Share Tips With Investigators
The Sheriff's Office is asking anyone with information related to this case to call its Investigations Bureau at (707) 784-7050. Anonymous tips can be submitted by calling (707) 784-1963, according to the agency's Facebook post.
Investigators say the case remains open, and additional charges could be filed as forensic examinations of the seized electronic devices continue.
