Using information partly gleaned from a Flock Safety automated license plate reader (ALPR) system, detectives zeroed in on the suspected vehicle, which was registered to Monica Armenta. She was arrested at her home and is believed to have been the driver who fled the scene. Armenta now faces felony hit-and-run and misdemeanor vehicular manslaughter charges.
