
The City of Bloomington is reviewing how to manage outdoor dining and traffic on Kirkwood Avenue. For 2026, staff recommend keeping the street open year-round while improving parklets, supporting downtown events, and coordinating neighborhood activities with local businesses. This follows years of review, business consultations, and resident feedback.
Data shows an 8% drop in daily visits from 2024 to 2025, despite increased events and program days. Major festivals succeeded, but daily activity declined, especially during full street closures. Business feedback was split, and residents want a more pedestrian-friendly environment with better infrastructure.
Challenges include a lack of shade, seating, and ADA-accessible features; operational and staffing burdens; and difficulties with deliveries, emergency access, and maintenance. Public safety concerns and accessibility barriers have also been reported.
Looking ahead, staff plan to enhance parklets, improve accessibility, and support downtown festivals, along with smaller events to boost engagement and business partnerships. A 2027 Kirkwood Corridor Study will focus on long-term safety and economic growth. The 2026 Outdoor Dining Program proposals will be presented at the next City Council meeting, according to bloomington.in.gov.
