According to the Indiana House Republicans, State Rep. Elizabeth Rowray said memorials like this honor officers who risk their lives daily. Reflecting on Winters’ dedication, she added, “Recognizing Officer Winters’ service reflects our deep gratitude for those who protect our communities and families.” She noted that the resolution highlights his commitment to public safety.

State Sen. Scott Alexander, who authored the resolution, was joined by his peers in recognizing Officer Winters' valor and lamenting the loss that followed shortly after the transport of a suspect, a task often considered a routine part of a police officer's duty, yet on that fateful day proved otherwise. "This recognition honors him and ensures his legacy and memory will continue to live on," Alexander said, acknowledging how Officer Winters valiantly served the Muncie community right up till his untimely death, according to Indiana House Republicans.
