Machete Standoff Shuts Down Hazelwood Street Until Tactical Teams Make Arrest

A disturbance involving a machete inside a Southeast Portland home triggered an hours-long overnight standoff that shut down a stretch of SE Caruthers Street before police safely took one person into custody early Wednesday. Officers were dispatched to the 9900 block of the street just before 10:13 p.m. Tuesday after reports of a disturbance inside a residence, and the road remained closed between 99th and 101st avenues for much of the night before reopening once the scene was cleared.

Patrol officers assigned to the East Precinct were the first on scene, establishing a containment perimeter around the residence before specialized units were called in, according to the Portland Police Bureau. Reports indicated a machete was involved at the scene, per the bureau, and at least one person inside the home initially refused to come out. One person was able to evacuate the home safely, while at least one other remained inside during the standoff, according to KATU.

With someone still refusing to exit the residence, Portland police called in the Special Emergency Reaction Team and Crisis Negotiation Team, the station reported. Tactical teams eventually entered the home, and officers took one person into custody without further incident, police said. As of Wednesday's report, it was not clear whether the person taken into custody faced formal charges.

Deployments of SERT and CNT operate under a Critical Incident Commander who holds direct operational authority over tactical actions during barricaded subject activations, according to Portland Police Bureau policy. The crisis negotiation team alone was activated 83 times in 2024, including 19 emergency full-team deployments straight from patrol calls, per the bureau's 2024 annual report cited by police.

A Familiar Address for Tactical Response

This was not the first time SE Caruthers Street has seen this kind of tactical response. In January 2025, police deployed both SERT and CNT to an armed barricaded suspect call along the same street near 10th Avenue, a standoff involving a commercial burglary suspect that ended in a peaceful surrender after hours of negotiation and drone surveillance, as reported by KGW-TV.

Similar tactical responses to edged-weapon calls have played out elsewhere in Southeast Portland recently. Hoodline reported on a Richmond standoff in April in which an armed suspect confronted firefighters, prompting precautionary neighborhood evacuations and street closures.

Neighborhood Context in Outer East Portland

The 9900 block of SE Caruthers sits within Hazelwood, a community of roughly 25,963 residents spanning 3.9 square miles, according to demographic data from Proximitii. Hazelwood is one of East Portland's largest residential areas, and it has drawn attention for other public safety concerns, recording 272 vehicle thefts in 2024, among the highest concentrations of auto theft in the city, according to research published by SafeHome.org.

Under Oregon Revised Statutes § 166.220, carrying or possessing a dangerous weapon with intent to use it unlawfully against another person constitutes unlawful use of a weapon, a Class C felony punishable by up to five years in prison, according to state statutes reported by FindLaw. It remains unclear whether the person taken into custody in Tuesday night's standoff will face that charge or any other, and police have not released the person's identity.
