Devon Alexander Shalmi, 42, remains held at the Palm Beach County Jail on a $3 million bond after being taken into custody Sept. 8. He faces charges of bookmaking, money laundering and operating a gambling house, according to WPBF 25. Circuit Judge Cymonie Rowe set the bond Sept. 9. If released, Shalmi must remain under house arrest with a GPS monitor. His next hearing is scheduled for Oct. 10.
The alleged operation
The Palm Beach County Sheriff's Office and Broward County Sheriff's Office investigated Shalmi for more than a year. According to the arrest-report account published by WPBF 25, the inquiry began Aug. 18, 2025, after a confidential informant told investigators that Shalmi could provide access to an offshore sports-betting account and extend credit for wagers.
The arrest-report account says investigators allege that Shalmi provided access to allgames365.com and that undercover agents used credit to place wagers during 35 operations over 13 months. Authorities also allege that money connected to the wagers moved through Zelle, Venmo and Cash App.
Investigators further allege that ILSJSF Solutions received more than $3 million in payments tied to the operation. The allegations involve electronic payment accounts and offshore gambling websites, according to the WPBF report.
Florida betting oversight and a separate gambling case
Florida's 2021 Gaming Compact allows the Seminole Tribe to use a management contractor or licensee, but the tribe remains responsible for operating sports betting and other covered gaming activities. The Florida Senate's summary of the compact also says compliance audits are required for sports-betting and slot-machine operations. Those requirements describe the state's authorized system and do not establish facts about Shalmi's case.
In a separate Polk County investigation on Sept. 3, 2025, the Polk County Sheriff's Office said authorities arrested 28 people and confiscated 48 illegal gambling machines at 12 store locations during Operation Bad Odds. That case involved in-store gambling machines, not the alleged offshore sports-betting operation described here.
Earlier gambling case
In a separate 2015 South Florida case, the Sun Sentinel reported that Shalmi was among four men taken into custody in Palm Beach County on Feb. 5 and 6 in an alleged offshore sports-betting investigation. Authorities said more than $1.2 million was seized. BocaNewsNow.com also reported on Shalmi's involvement.
The sources cited here describe the earlier investigation and arrests but do not establish how that case was ultimately resolved. It should not be treated as proof of the allegations in the current case.
Case status
The current charges are allegations and have not been resolved in court. Shalmi remains in jail unless he posts bond, with the case scheduled for its next hearing on Oct. 10.
