A 43-year-old Englewood man is being held at Cook County Jail after authorities say he groomed a teenager, sending the teen sexually explicit photos and videos and pushing the teen to sneak out and meet him in person. Luis Gonzalez was arrested Tuesday and now faces charges of indecent solicitation of a child, grooming and manufacturing harmful material.
According to the Chicago Sun-Times, which cited the Cook County Sheriff’s Office, Gonzalez is accused of soliciting sexually explicit images from the teenager while also sending the teen explicit material of himself. Investigators allege he discussed having sex with the victim and encouraged the teen to sneak out of the house to meet him, according to police.
The case traces back to a tip the Cook County Sheriff’s Office received in June, when someone alerted authorities that Gonzalez had illegal contact with a teenager, the Sun-Times reports. That tip set off an investigation that culminated in his arrest months later, on Tuesday, Oct. 13.
From Arrest to Detention in Days
Gonzalez appeared in court Friday, where a judge ordered him detained at Cook County Jail, per the same account from the Sun-Times.
The Sheriff’s Office runs a cyber trafficking unit specifically built to track online predators, according to NBC Chicago. That unit has been behind other recent Cook County cases involving adults accused of targeting minors online, underscoring that this kind of enforcement activity is not isolated to one neighborhood or one suspect.
A Pattern of Similar Cases in Cook County
In one earlier case detailed by NBC Chicago, authorities accused 34-year-old Joseph Hoggard of exchanging explicit messages with someone he believed was a 13-year-old girl and trying to arrange meetings with her. That alleged victim was actually an undercover Cook County Sheriff’s Office investigator, Sgt. Judith Washington, who posed as the teen on social media. The outlet reported those conversations began in November 2025 and continued for weeks before Hoggard’s arrest.
The Cook County Sheriff’s Office has also announced other grooming-related cases in recent memory, including felony charges tied to explicit texts and allegations of manufacturing harmful material, according to releases posted on the Cook County Sheriff’s Office website. That release describes a suspect appearing at the Cook County Second Municipal District Courthouse in Skokie on charges that echo the counts now facing Gonzalez.
A National Surge in Online Enticement Reports
The Gonzalez case lands amid a sharp nationwide rise in reports of online enticement targeting children. The National Center for Missing & Exploited Children says its CyberTipline, which it has operated since 1998 to field reports of suspected child sexual exploitation, received more than 186,800 online-enticement reports in 2023 alone. That figure reflects a jump of more than 300% between 2021 and 2023, according to NCMEC, and by early October 2024 the organization had already logged more than 456,000 such reports for that year.
It also remains unclear whether the teen and Gonzalez ever met in person. The investigation remains active.
