A 911 call just before 12:30 a.m. sent Monroe County deputies to the area of North Russell Road on the east side of Monroe County, where dispatchers reported hearing a woman yell, “get off of me,” before the call cut out. Deputies could not immediately pin down an exact address or get a name to go with the voice. About two hours later, the same caller's phone rang into dispatch again, this time from near East Trail Ridge Road, with a man yelling and a woman crying in the background.

That second call gave deputies enough to work with. According to FOX59, a deputy heard a man yelling from inside a residence in the 4300 block of East Trail Ridge Road and found 55-year-old Russell Morgan sitting in a garage. Morgan told the deputy he had simply been having a conversation with a female friend, per WISH-TV.

Woman Describes Two Months of Abuse

Deputies also interviewed a 34-year-old woman who is paralyzed from the chest down and has other medical complications related to that paralysis, the station's report states. She told authorities that she and Morgan, both described as transient, had been in Bloomington together for roughly two months, and that he physically and sexually assaulted her while denying her food and water.

She said she had asked for help, refused a sexual relationship, and asked to leave on multiple occasions, only for Morgan to ignore or refuse those requests, according to the same account. FOX59 reported that Morgan reportedly ignored her pleas for help on several occasions during the time they were together.

Multiple Felony Charges Filed

Monroe County authorities arrested Morgan on several preliminary felony charges: Level 3 felony rape, Level 4 felony promotion of human sexual trafficking, Level 6 felony domestic battery, and Level 6 felony criminal confinement. The Monroe County Sheriff's Office confirmed the arrest on multiple felony counts, and FOX59 separately reported that Morgan was facing rape and several other charges following the sex-trafficking investigation.

The Monroe County Sheriff's Office says its investigation remains ongoing. The allegations against Morgan remain accusations.

A Pattern Advocates Say Is Easy to Miss

State officials have repeatedly urged Hoosiers to stay alert to the signs of human trafficking, including after a string of arrests tied to an alleged Indianapolis sex-trafficking ring earlier this year, according to the State of Indiana. A 2021 state-backed report found that human trafficking remains a pervasive problem in Indiana even as the state has worked to improve strategies for reducing it and assisting survivors, per the same state notice.

Statewide data gives some sense of scale: the National Human Trafficking Hotline identified 1,235 cases in Indiana involving 2,698 victims between 2007 and 2023, according to a law-enforcement guide published by the Indiana State Police. That guide notes the figures do not include cases reported separately to the state's child services agency or identified through other service channels, meaning the true count is likely higher.
