Route ECR serves 13 cities across 25 miles of El Camino Real and accounts for roughly a quarter of SamTrans's total ridership. Riders on the route have average household incomes under $40,000, about 80% lower than the county average, according to a factsheet from 21 Elements and SamTrans, underscoring why officials frame shaved travel times as an equity issue as much as a convenience one.
Project Funding
The project's funding plan includes support from the Metropolitan Transportation Commission.
Caltrans Role in Project Development
Because El Camino Real is maintained by Caltrans, project development involves the state agency. SamTrans is sponsoring a Caltrans project-development process for State Route 82, whose first step takes approximately 18 to 24 months, according to Caltrans.
The Grand Boulevard Initiative is a multi-agency campaign the SamTrans Board of Directors formally adopted in January to modernize State Route 82 across 14 local jurisdictions in its focus area. Full implementation of the initiative along El Camino Real is projected to cost between $750 million and $1 billion countywide over an eight-to-ten-year timeline, regional transit officials told the North Fair Oaks Community Council on October 22, 2025, as reported by Citizen Portal.
Transit Signal Priority
Transit signal priority is a system designed to let buses request extended green lights at intersections.
The project also follows other recent federal and agency investment in SamTrans's bus-stop infrastructure. In February, $250,000 in federal Community Project Funding was secured for bus-stop amenities as part of a broader plan targeting up to 75 boarding islands and 170 shelters countywide. The agency is also working to improve service along the corridor.
