Sixteen new for-sale townhomes are headed to the heart of Millcreek after the city's Planning Commission unanimously approved a subdivision application for a project at 3060 S Richmond St. Two existing single-family homes on the site will be demolished before construction can begin, clearing the way for a development that sits within walking distance of Brickyard Plaza and its Harmons grocery store.
The commission's vote came on Oct. 21, according to Building Salt Lake, which reported that the subdivision — to be called the Millcreek Grove Towns Subdivision — covers a 0.87-acre parcel zoned Residential Mixed. That zoning designation, per Millcreek's planning department, is meant to serve as a transition between lower-density residential areas and commercial development. The subdivision approval is a required step before building permits can be issued under a development agreement the city approved for the site back in 2022.
Sixteen Units, Individually Owned
All 16 townhomes would be subdivided to allow for individual ownership, the outlet's report notes, rather than being managed as a single rental property. Each parcel is planned to carry a footprint between 737 and 745 square feet, with every unit including a two-car garage and a garden box. Some units are also slated to get what the project describes as semi-covered, year-round rooftop patios.
Site amenities outlined in the project include five guest parking spaces and a community pavilion or pergola equipped with seating, tables and a cooking area. Units would be accessed from Richmond Street, with a private street running the length of the parcel from east to west before extending north to the guest parking area. J-Development is listed as the project's developer, with Fawkes Consultants serving as engineer and Elevated Land Surveying as surveyor.
Another Townhome Project Just Down the Block
The Richmond Street project isn't the only townhome development taking shape in this corner of Millcreek. The same report notes the new units sit less than a block from another slate of 18 for-sale townhomes planned at 1265 E. Villa Vista Ave., near an existing condominium building. The Millcreek City Council voted unanimously in December to approve a rezone and development agreement for that project, known as Villa Vista Townhomes, according to a separate Building Salt Lake report. That 0.68-acre development is planned as three buildings of six units each, with all 18 units carrying a deed restriction requiring owner-occupancy.
The developer behind the Richmond Street project describes it as just the beginning of something larger. Per J-Development's project page, Richmond Townhomes is phase one of what it calls a uniquely located townhome and nearby apartment community in Millcreek.
Walkable to Shopping and a Growing Common Area
Location appears to be a selling point for the project. The townhomes are within walking distance of the Brickyard Plaza shopping complex, which includes a Harmons grocery store along with other retailers, and Millcreek Common sits less than half a mile away. Millcreek Common features an outdoor ice skating rink in winter and a roller skating rink during warmer months, and the surrounding common area is slated to add a hotel, condominium units and other mixed-use projects in the coming years.
No construction timeline has been reported for the Richmond Street project, and specifics like pricing for the individual units have not been disclosed. The subdivision approval clears a procedural hurdle tied to the 2022 development agreement, but it remains one step among several typically required before building permits are issued.
