In an extensive probe into the financial integrity of families within the Chicago Public Schools (CPS) system, the CPS Office of Inspector General (OIG) uncovered a concerning pattern of deception. According to a report by the Chicago Sun-Times, the CPS OIG's 2023-24 investigation revealed that a significant percentage of district employees, including several six-figure salary earners, ostensibly misrepresented their incomes on forms used to determine low-income status for fee waivers and additional funding.
Flouted lies on these forms could impact the funding levels at various schools and lead to exemptions from a range of school fees – with some families driving Mercedes-Benz vehicles while claiming financial aid. Despite CPS students having access to free lunches since 2015, the importance of income forms still resonates in grant determinations for schools. Among those investigated, 619 parents, out of the 880 CPS employee parents surveyed, failed to legitimately qualify for the low-income status they claimed, "including some school administrators who make six-figures," as reported by the Chicago Sun-Times. Nevertheless, the report acknowledged possible legitimate low-income claims due to scenarios involving foster children or children living with estranged parents meeting the income standards.
Separately, an investigation by the OIG into former Mayor Lori Lightfoot's reelection campaign discovered the sending of politically charged emails to CPS teachers, which "raised ‘significant constitutional issues’," according to the findings published by WTTW News. No evidence suggested coordination between the Lightfoot campaign and CPS; however, the actions posed a potentially unethical predicament for the recipients.
Amongst the blight of questionable ethics and systematic deceit, CPS has pledged reform. In the wake of the OIG's findings, monumental changes are on the horizon – with CPS discontinuing the use of the free or reduced-lunch form for school funding formulae and promising more stringent oversight to prevent future distortions of truth. CPS officials, detected by losing grip on these forms, instigated the reforms.
As reported by WTTW News, despite the OIG's inability to confirm the awareness of Lori Lightfoot in the matter, the former Mayor's campaign continued with questionable practices even after previous warnings, highlighting the persistence of these issues. The CPS community now watches, with a critical eye, as reforms take place and officials are urged to adhere to the highest ethical standards in the wake of these findings.
