Tokyo Central is a subsidiary of Pan Pacific Retail Management, the Japanese conglomerate that encompasses grocery establishments like Gelson's and Don Quijote. The Emeryville location will be the brand's second Bay Area store, with several others residing in the Los Angeles area.
