A man is under arrest and awaiting extradition to Marion County after a shooting in Indianapolis left a man and a woman with gunshot wounds early on August 16. Police believe both victims were shot at the same location, though the exact address has become a point of confusion between local news outlets. The suspect, who has not been publicly named, was taken into custody far outside the jurisdiction of the Indianapolis Metropolitan Police Department.
According to WISH-TV, IMPD reported the arrest and shooting investigation, saying officers found a male victim in stable condition after responding to the scene just after 3 a.m. A female victim later walked into a hospital with gunshot injuries and was also listed in stable condition, per the station's report. WTHR added further detail, reporting that the woman arrived at Eskenazi Hospital with minor gunshot wounds roughly 30 minutes after police were first dispatched to the scene.
Conflicting Accounts Put the Shooting on Different Sides of Town
Exactly where the shooting happened depends on which report you read. WISH-TV placed the scene in the 6200 block of East 38th Street, on Indianapolis's northeast side. WTHR, however, reported that IMPD officers responded to the 6200 block of West 38th Street, near Interstate 465 and North High School Road on the city's northwest side — a discrepancy that has not been publicly resolved by police. The mismatch leaves open the question of exactly which stretch of the long 38th Street corridor was the site of the violence.
What is not in dispute is that the suspect was arrested somewhere IMPD does not have authority to hold him. The same WTHR report identified Allen County, home to Fort Wayne, as the location where he was taken into custody. He remains there awaiting formal extradition to Marion County, a process governed under the Indiana Uniform Criminal Extradition Act, per Indiana Code § 35-33-10-3, which requires formal warrant processing and county-level coordination before he can face proceedings in Indianapolis.
A Corridor With a Violent Recent History
The 38th Street corridor, in either its eastern or western stretches, has seen repeated bursts of gun violence over the past year. Hoodline's own coverage has tracked a string of incidents, including a fatal car shooting in March and a critical shooting in May that left a man fighting for his life. In April, community outreach group Ten Point Coalition stepped up volunteer patrols along the corridor following a string of critical shootings there.
That same corridor was also the site of a fatal shooting in October 2024 that led to a lengthy prison sentence this year. Justin Callaway, 33, was sentenced in Marion County Superior Court to 101 years for a fatal shooting in the 5400 block of East 38th Street, after a jury convicted him of murder, auto theft, and unlawful handgun possession, according to WTHR. Just weeks ago, Hoodline also reported an arrest in a separate, unrelated cold case shooting death near the Indiana State Fairgrounds, roughly 19 months after that killing.
Citywide Violence Trending Downward Even as Incidents Persist
The double shooting comes even as Indianapolis has posted broad declines in violent crime this year. IMPD preliminary statistics released in August showed a 33% drop in non-fatal shootings, with 139 such incidents recorded, along with a 20% decrease in homicides compared to the same period in 2025, according to a report from FOX59. The department has credited the improvement to targeted proactive policing and community partnerships.
The numbers build on a longer trend. Indianapolis homicides fell nearly 45% between a record peak of 249 in 2021 and 133 by the end of 2025, per WFYI, which noted that Police Chief Chris Bailey has emphasized focused enforcement against high-frequency violent offenders since taking over the department in 2024. Even so, research compiled for the Marion County Public Health Department has found that non-fatal shooting victims occur roughly four times more often than gun-homicide victims in the city, underscoring how incidents like the August 16 shooting remain far more common than fatal ones even as the overall numbers improve.
The 38th Street corridor has also seen major public investment in recent years, including IndyGo's $188 million Purple Line Bus Rapid Transit service, which launched in October 2024 along 15.2 miles of 38th Street with lighting upgrades and nearly 10 miles of new or repaired sidewalks intended to improve pedestrian safety. For now, the identity of the suspect, the motive behind the August 16 shooting, and the precise location where it occurred remain unconfirmed by police.
