A developer wants to build North Bay Village's tallest building ever on a stretch of waterfront land along East Drive, with plans calling for a 46-story tower rising 518 feet alongside a second, 39-story companion building. Together the two towers would bring 165 residences, a waterfront restaurant, and a slice of public park space to the small Biscayne Bay island town, according to project filings.
The project comes from El-Ad Properties, a subsidiary of El-Ad Group, and would rise at 7922 East Drive and 7925 to 7931 East Drive in North Bay Village, per Florida YIMBY. If built as proposed, the taller of the two towers would be the tallest building ever constructed in North Bay Village, according to Floridian Development, a notable distinction for the municipality.
The units at the East Drive site would range from one-bedroom to four-bedroom layouts, with the smallest unit measuring approximately 1,240 square feet. Plans also call for 5,295 square feet of waterfront restaurant space, a swimming pool and clubhouse for residents, 427 parking spots, and more than 10,000 square feet of public park space, the filings show. Garcia Stromberg and ODP Architecture are both listed as architects on the project, which supplied the renderings included in the filings.
The 165-Unit Proposal
El-Ad's proposal calls for 165 residences, according to project filings reported by Floridian Development.
Navas retains ownership of two adjacent low-rise residential properties at 7927 to 7931 East Drive.
A Second Big Bet on North Bay Village
The East Drive project follows El-Ad's $20 million purchase of 7913 to 7915 West Drive in May 2025. That site had already been entitled for a 22-story project by previous owner S2 Development when El-Ad bought it, and the firm went on to win municipal planning board approval to raise that tower's height to 26 stories for 94 condo units, as detailed in Hoodline's earlier coverage of the El-Ad height increase.
El-Ad is not alone in reshaping the skyline. Urbania Development has plans for its own 28-story tower elsewhere in North Bay Village, featuring 70 high-end residences with two-bedroom to four-bedroom floorplans, according to the same filings cited by Florida YIMBY.
A Village Transformed by Zoning Changes
North Bay Village is in the middle of a real estate development boom.
Shoma Group has also secured $172.5 million in C-PACE financing this month for its 333-unit Shoma Bay condo tower.
Traffic and Height Concerns Loom
The wave of new towers has raised questions about whether North Bay Village's infrastructure can keep pace. State Road 934, the 79th Street Causeway, also serves as an emergency evacuation route for Miami-Dade County.
Whether the 518-foot tower ultimately rises as proposed will depend on how North Bay Village's planning board and commission weigh in on the project.
