Indianapolis police responded near a Target store on the city's west side Tuesday night after a shooting left one person with injuries consistent with a gunshot wound. The victim was reported in stable condition. Police believed a suspect had fled in a sedan.
The Indianapolis Metropolitan Police Department sent officers to 6925 W. 38th St. to investigate the shooting, according to Fox 59. Officers located the victim with wounds consistent with gunfire, and IMPD reported the person was stable, per the same outlet. A Fox59/CBS4 crew found police setting up crime scene tape in the store's parking lot, though law enforcement has not released the victim's age or sex, and no additional details were available at the time of publication.
Online property records place the store near the intersection of West 38th Street and Interstate 465, according to WTHR, putting the shooting within a busy retail and highway corridor on the city's west side. The location, known as Target Eagle Creek, has an in-store CVS Pharmacy and Starbucks, according to Target.
Confusion over exact locations along the sprawling 38th Street thoroughfare has also arisen. Hoodline previously covered a separate mid-August double shooting along 38th Street where conflicting initial dispatch reports created confusion over whether the incident happened on the east or west side of the street.
Open Questions and Indiana's Gun Laws
Investigators have not said whether the shooting happened inside the store or in the surrounding parking lot, nor have they addressed a motive or whether the victim and shooter knew each other. Any legal firearm possession in the area would also fall under Indiana's permitless carry law, which took effect in 2022 and allows eligible individuals 18 and older to carry a concealed or open handgun in public without a state license, according to Right To Bear.
Part of a Broader Decline in Indianapolis Gun Violence
The shooting comes even as Indianapolis has seen substantial drops in gun violence citywide through 2026. IMPD recorded 185 non-fatal shooting incidents with 214 victims through mid-September, down from 289 incidents during the same period in 2025, according to WIBC. City officials have attributed the multi-year decline to targeted violence-intervention initiatives.
Criminal homicides in the city fell from a record 249 in 2021 to 133 in 2025, a nearly 45 percent decrease over four years, according to IMPD data reported by WFYI. The police chief emphasized focused enforcement against high-frequency violent offenders.
